Blue Sky Dynamic Group is a division of Ho-Chunk, Inc., the economic development corporation of the Winnebago Tribe of Nebraska. For over 25 years, Ho-Chunk, Inc. subsidiaries have been expertly working with all levels of local, state, tribal, and federal government agencies to provide operations and maintenance services, as well as telecommunications, training services, logistics and transportation, IT and cyber security, health services, professional services, office solutions, furniture and design, construction, and raw and fabricated metals.

LEADERSHIP

Rich Sahm
Director of Strategic Growth

Rich has years of Business Development Capture experience where he has bid and won work with multiple agencies including, but not limited to: NAVFAC, GSA, DHS, Air Force, and Army.

Prior to his time in Business Development, Rich worked in operations where he phased in and operated at the Program Manager level. This experience assists him in his ability to accurately understand the needs and expectations of the customer beyond the requirements of the RFP.

Rich and his team take pride in building relationships throughout the process that will equate to a positive and successful experience for all involved.

Matt Wilke
Program Manager

Matt has years of Business Development, Proposal Management and Capture experience with some of the top companies in Federal Government Contracting. Matt has focused a majority of his Business Development career creating winning proposal that focus on serving DOD medical customers (DHA) with services including, but not limited to: Medical Facilities Operations & Maintenance, Healthcare Environmental Services, Medical Equipment Maintenance, Base-wide Custodial, and Research Facilities Maintenance & Aseptic Cleaning.

Previous work includes, Director of Operations of an AbilityOne company that provided “meaningful employment to persons with significant disabilities.” In this role he was charged with the day-to-day operations of all contacts ensuring contract compliance and financial responsibility. Customer service and quality control was key in the success of this position.

Cayce Burks
Director of Operations

Cayce has years of Operations experience working with multiple government agencies including, but not limited to: DHS, Army, NAVFAC, GSA, and Air Force.

From working at the production control level to the Regional Manager role overseeing multiple BOS and regional contracts, Cayce has a solid understanding of what it takes to phase-in and operate government contracts from multiple levels. Cayce was part of, and has lead several large scale RPIE inventory projects that ultimately provided the customers with better overall performance.

Cayce works alongside his executive and operations team to ensure that customer service remains the top priority, while building meaningful and lasting relationships with our customers and staff.
